It was widely speculated in the 1980s that India was planning to conduct airstrikes on Pakistan’s uranium enrichment facility in Kahuta. In this project, I show that no such plan was afoot. India did, however, issue vague threats of a military strike when its diplomatic means of counterproliferation failed.
Nikita Khrushchev did not regard the emergence of a new nuclear-armed state, even one led by Mao Zedong, as highly destabilizing. However, when Mao began making territorial demands on the Soviet Union, Khrushchev grew concerned about the combination of nuclear weapons and territorial revisionism. In September 1964, Khrushchev issued a thermonuclear threat against China, which received front-page coverage in Pravda.
